In support of the exemption which he seeks, it appears from his petition that he passed the Final Examination in 1913, but that in consequence of the war he has been unable to visit England, as he intended to do, in order to complete the four terms incidental to his call. He applied to do so in 1916 but owing to the official staff being depleted for war service his application was refused, and there is no possibility of his being able to return to England until a considerable period has elapsed after the conclusion of the war.

I may add that I am supporting the application

not in the interest of the applicant but of the administration of justice in this Colony. The matter is one of some urgency. It is likely that I shall be enforced to take some vacation leave next year and the Puiene Judge would do so on my return. In my absence he will act as Chief Justice, this will leave the position of second Judge unprovided for unless some means are provided to meet the emergency.

I confidently forward this matter for the consider. -ation of the Benchers and I submit that I have shown strong grounds in support of the application.
